Why the Following List Does Not Answer the Real Question
Opening an Instagram profile and tapping Following gives you a list of accounts. It does not automatically show which names are new. The real problem is change, not access. A new follow can be buried among hundreds of older ones. Without an earlier reference, today's list cannot show when one account was added.
Start With the Difference Between a List and a Change

When a new name appears later, there is evidence that the list changed between those checks. The exact follow time may still be unknown. But the possible time window becomes smaller. The third method is to use ordered recent following data for a public account. This reduces the need to scan a long list name by name. There is also a difference between finding a new name and proving an exact time. If a username appears today but was absent last week, the follow happened within that period. That is useful evidence.
